Which Palo Alto Departments Grew Fastest Since 2016?

Looking at compound annual growth rates for non-personnel spending across Palo Alto's 17 departments, the picture is uneven. Some departments have nearly doubled their contracted spend; others have shrunk.
Fast growers
Human Resources and City Attorney have seen some of the steepest growth in non-personnel spend — consistent with increased reliance on outside counsel, specialized recruiters, and HR consulting. The Office of Transportation, a relatively new department, grew rapidly from a small base as the city expanded its active transportation programs.
Flat or declining
City Council and Non-Departmental have stayed relatively flat in absolute terms. City Clerk non-personnel spending has fluctuated around elections cycles but shows no sustained growth trend.
Why non-personnel growth matters
Payroll growth is often the focus of budget scrutiny, but non-personnel contracting can be harder to track. Contracts can be renewed year after year without the visibility of a headcount hire. Understanding which departments are expanding their contracted services — and at what rate — is an important complement to headcount analysis.
